RESUMEN

Este estudio se propuso explicar de qué manera la responsabilidad del Estado Paraguayo garantiza la protección,

seguridad y control del espacio aéreo nacional; como objetivos específicos se planteó: especificar el grado de

eficiencia de los medios que garantizan la lucha contra el tráfico aéreo ilícito implementados por los órganos

del Estado paraguayo; puntualizar los factores claves que garantizan el control del espacio aéreo e identificar

previsiones necesarias para garantizar la protección, seguridad y control del espacio aéreo nacional paraguayo.

El mismo consistió en una investigación descriptiva, con enfoque cualitativo y a través del uso de la entrevista

como técnicas de recolección de datos. La investigación se realizó durante el año 2021 y la población de estudio

fue conformada por los entes involucrados tales como la Fuerza Aérea Paraguaya (FAP), Dirección Nacional de

Aeronáutica Civil (DINAC) y Secretaría Nacional Antidrogas (SENAD). Con los hallazgos se expresa que existe

hoy por hoy se encuentra avasallada de todo tipo de actos ilícitos aéreos que se dan por la falta de interés de las

autoridades estatales vigentes, por lo que no se cuenta, con un presupuesto suficiente para mitigar; por lo que

se sugiere la implementación de la ley de derribo de aeronave.

ABSTRACT

This study set out to explain how the responsibility of the Paraguayan State guarantees the protection, security

and control of the national airspace; The following specific objectives were proposed: specify the degree of

eiciency of the means that guarantee the fight against illicit air traic implemented by the Paraguayan State

bodies; point out the key factors that guarantee the control of the airspace and identify provisions necessary to

guarantee the protection, security and control of the Paraguayan national airspace. It consisted of a descriptive

research, with a qualitative approach and through the use of the interview as data collection techniques. The

investigation was carried out during the year 2021 and the study population was made up of the entities involved

such as the Paraguayan Air Force (FAP), the National Directorate of Civil Aviation (DINAC) and the National Anti-

Drug Secretariat (SENAD). With the findings it is expressed that there is a decision of the Paraguayan State to

guarantee the protection, security and control of the national airspace and today it is overwhelmed by all kinds

of illicit aerial acts that occur due to the lack of interest of the current state authorities. , for which there is not a

suicient budget to mitigate; Therefore, the implementation of the aircraft shooting down law is suggested.
