RESUMEN

La investigación lleva por objetivo general analizar el flujo de la libre circulación de

personas en ese espacio fronterizo. En cuanto a metodología es un trabajo descriptivo,

retrospectivo de corte transversal, en el cual las variables fueron descriptas, analizándose

su incidencia en un momento dado. Entre los resultados sobresale que la mayor parte de las

veces es en Argentina Posadas que existe menos fluidez no obstante la cantidad de

funcionarios en atención de ventanilla. Sin embargo, Paraguay, a pesar de ser ágil los

trámites, recibió críticas por no contar con más funcionarios atendiendo en ventanilla. Por

ambas cabeceras se ha manifestado quejas respecto a malos tratos recibidos. Cabe agregar

que hubo queja por la falta de funcionamiento del tren. En cuanto a la conclusión se

puntualiza la necesidad de contar con una infraestructura en ambas cabeceras a fin de ir

consolidando una verdadera Área de Control Integrado, que coadyuvará a mejorar incluso

más la fluidez.

ABSTRACT

The research for this thesis was done in the cities of Encarnación and Asunción, Paraguay

during the first trimester of 2019. The general objective pursued is the analyse of the

inflow and free movement of persons in this border area. Regarding methodolody, a

retrospective, cross sectional, descriptive study was performed, the variables were

described, and its impact analyzed. The results show that most of time, cross border traffic

waiting in Posadas transited less smoothly despite the number of immigration staff on duty.

However, Paraguay, though being speedy in formalities, received poor reviews because of

the lack of immigration officials. On both sides of the Argentinian–Paraguayan border

criticism emerged because of the alleged maltreatment by Argentinian and Paraguayan

border officials of people transiting the border. Indeed, there were complaints about the

irregular running of the train service. With regard to conclusion, it stipulates the need for

proper infrastructure on both sides to establish an Immigration Control Area (Control Area

Integrating), that will contribute to the smoother flow of traffic across the frontier.
